When we speak about people's mandate we speak about power vested in the people as opposed to power vested in a single person. We speak about democracy as opposed to tyranny. Democracy grows from the ground to the top and not vice versa. Democracy is recognized by the fruits it bears: rule of law and human rights. As nobody is born a democrat and especially when the society imports the concept, education towards it is vital. Education and confrontation policies. There is no standard democracy, but the participation of people from the bottom to the top and the consultation of people from the top to the bottom.
